In its inaugural ranking, the index assesses 82 countries worldwide based on 24 key factors influencing immigration decisions. Each country receives a comprehensive score out of 100, reflecting its overall appeal for newcomers. Greece secured the 38th position with a score of 38.3.

European nations dominated the top rankings, with Iceland emerging as the leading destination for migrants in 2025. Known for its scenic landscapes, northern lights, and high quality of life, Iceland excelled in areas such as access to banking, digital connectivity, and personal safety.

Switzerland, Luxembourg, Norway, and the United Arab Emirates (UAE) followed in the top five, offering a combination of economic stability, safety, and infrastructure that make them attractive to expatriates. Other highly ranked countries included Ireland, the United States, Denmark, the Netherlands, and Australia.

Popular Destinations for Expats in Greece

Greece has long been a desirable location for expats, offering a blend of rich history, vibrant culture, and diverse landscapes. Many expatriates settle in different parts of the country, depending on their lifestyle preferences.

Athens – As the capital city, Athens provides a mix of ancient history and modern living, with a growing expat community attracted to its cultural scene, affordable lifestyle, and strong digital nomad presence. 

Thessaloniki – Known as Greece’s cultural capital, Thessaloniki offers a relaxed lifestyle, vibrant nightlife, and access to nearby beaches and mountains. Its blend of traditional and modern elements makes it a favourite among younger expats and professionals.

Crete – The largest Greek island, Crete is home to a diverse expat community, particularly in cities like Chania and Heraklion, which offer a high quality of life, excellent local cuisine, and stunning natural landscapes.

Global Migration Trends

Immigration remains a significant driver of global mobility, with millions of people relocating for better living conditions, job opportunities, or enhanced security. According to Remitly’s latest figures, approximately 281 million international migrants—representing 3.6 percent of the world’s population—are currently living outside their country of origin.

Ryan Riley, Remitly’s Vice President of Marketing for EMEA and APAC, emphasises that, of course, the ideal country for immigration varies based on individual priorities and circumstances.

The Immigration Index draws data from 13 key categories, with sources including the World Bank, Yale and Columbia universities, and the Organisation for Economic Co-operation and Development (OECD).
